The Climate-Adapted Local Development & Innovation Project (CALDIP, VIE/033) is a four-year project (2013-2017) jointly funded by the Governments of Vietnam and Luxembourg.
The project targets some 400,000 people, with special focus on most vulnerable households, living on 124,000 ha of land and 22,000 ha of lagoon area in 29 coastal and lagoon communes in the three districts of Quang Dien, Phu Vang and Phu Loc in TT Hue province. These districts are characterised by persistent high levels of poverty, limited opportunities to build livelihoods, and the vulnerability of households and livelihoods to more frequent and more violent manifestations of climate change.
The overall development objective of VIE/033, thus, is formulated as to assist “sustainable, equitable and efficient trends of poverty reduction and adaptation to environmental and climate change in socio-economic development in lagoon and coastal communes of the three target districts in TT Hue province”.
This overall objective is to be achieved through work and activities in three broad focus areas, i.e. (i) improved knowledge, community and government management, systems and assets for adaptive socio-economic development and poverty reduction; (ii) increased protection, availability, resilience and use of natural resources; and (iii) more diverse, efficient and market competitive on-farm and off-farm productive activities.
Position and Responsibilities:
The M&E Specialist will be hired on an expert service contract for a period of one year, with a clearly defined task, and no expectation for extension. S/he will report to the CTA and strengthen the TA team based at the DPI in Hue City, and will work closely with other TA team members and Government counterpart staff at provincial, district and commune level.
Within the TA Team, the M&E Specialist will take lead for all M&E-related activities, and ensure that systems are in place and functioning, and capacity at all levels is sufficient to ensure a regular flow and storage of data in support of day-to-day project management and ad hoc evaluations.
