MAG is a not-for-profit organization clearing landmines, unexploded ordnance (UXO) and other remnants of conflict for the benefit of communities worldwide. MAG has been working in Vietnam since 1999. Due to expanded operations, MAG has the requirement for a Medical Quality Management Supervisor to ensure that Standard Operating Procedures (SOPs) are implemented during the day to day running of operations within the MAG Vietnam Programme.

Key Responsibilities include:
  • Have a high level of understanding/working knowledge of how the implementation of relevant SOPs are applied in the field
  • To provide medical oversight, expertise and leadership to ensure the delivery of affordable and high quality medical services provided by projects’ medics.
  • To provide appropriate training/refresher training to all new and current medics within the programme.
  • Develop and implement strategic goals related to the medical quality improvements that are consistent with international medical standards within the Mine Action sector.
Requirements:
  • University/College graduate with relevant professional knowledge and skills.
  • Appropriate medical skills, knowledge and experience,
  • Strong people management skills.
  • Working experience in the non-profit sector and in a multi-cultural environment;
  • Good communication skills, good IT skills;
  • Ability to work in both Vietnamese and English languages will be highly regarded, but is not essential
  • Willingness to travel frequently between Quang Binh and Quang Tri provinces.
Salary will be based upon the MAG Vietnam Salary Scale.

PURPOSE OF POSITION
The position supports WV Vietnam to maintain high standards of financial stewardship and assist the EMEE Project Manager in maintaining the books of accounts and other financial records of the EMEE Project & adhering to the financial standards of World Vision financial system to ensure accountability.

KEY RESPONSIBILITIES
FINANCIAL POLICY COMPLIANCE:
Administrative financial services are provided to the project to ensure compliance, quality, accuracy and consistency of work in project implementation.
Consistent service delivery is ensured by collaborating and working closely with all of the team members of the Project.
All the day to day operational procedures in planning, implementation, monitoring and evaluation, closure, audit, etc. are conducted in timely manner and in line with WV Policy and Procedure as well as Field Financial Manual (FFM).
The Project staff is provided the necessary account analysis codes and assistance to correctly filled in and prepare cash advance, EER, payment request.
The project team is assisted in verifying quotations, procurement, service supply contracts for project- related activity.
Adequacy and correctness of the supporting documents ensured for payments and/or voucher preparation (using Voucher Interface) to ensure consistency with WV’s Policy and donor requirements.
The financial transactions are monitored regularly to maintain project financial account in place and in order.
The suppliers of the quotes/bids submitted for major purchases are randomly selected to verify the existence, nature of business (whether it’s related to the goods or services being asked to quote or bid), relationship of the supplier with the staff of the project and reasonability of amount quoted.
The quality of the goods and services delivered to the beneficiaries is verified by conducting random visit to the project sites.
WV accounting policies and procedures are communicated to all staff and relevant partners.
BUDGET MANAGEMENT & FINANCIAL REPORTS:
The Project Manager is assisted in planning and developing project budget in line with the Plan of Action and log frame.
The financial reports cover memo prepared with variance explanations, Advances & Payables Aging Analysis (IA 264 & IA 269), the asset register updated, the bank reconciliation performed and sent on time to the Cluster Finance Officer for posting.
The Sunsystem generated financial reports are reviewed with assistance of Cluster FO and NO FO for any non-project related expenses, discrepancies and irregularities from the project finance manual.
The Manager is provided with the necessary management financial report as and when required and adhering to the standards/templates required by donor.
FILING:
Filing system of key documents is established and maintained (in hard copy and soft copy) and in line with audit requirements.
All financial and other records required for audit purposes are maintained, and assistance provided in regular auditing of the Project.
SUPPORTING ADP’S SPONSORSHIP WORK:
Timely assistance is provided to the ADP sponsorship staff upon the request of ADP Manager on a casual basis.
Specific deliverables for this service will be developed on a periodical basis based on the actual needs of the ADP and agreed upon by both EMEE Project Manager and ADP Manager.

JOB REQUIREMENT
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
Bachelor Degree; majored in finance/ accounting.
Experience in bookkeeping and accounting
Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;

Fair English, especially report writing skills;
Good computer skills in Word, Excel, PowerPoint and email;

“Football for All in Vietnam” Project (FFAV) – Football Association of Norway
FFAV is an initiative developed between the Football Association of Norway (NFF) and the Vietnam Football Federation (VFF). FFAV started its operation in Hanoi in 2001, and in 2003, the project was officially moved to Thua Thien Hue province. FFAV works to develop children’s non-competitive grassroots football in primary and secondary schools with a special focus on marginalized group such as people with a disability, people with ethnic minority background, and people with HIV/AIDS infected/affected. FFAV uses football activities as a tool to integrate fundamental life skill activities which are defined based on the real situation and need of the club.

I. MAIN CONTENT OF THE POSITION
The position will to a large extent work internally as a coordinator for the FFAV Cup, securing all aspects of organizing one of the biggest football events in South East Asia. In addition, the position will be responsible in selling and coordinating all the events/ services that FFAV can deliver.

II. PRINCIPLES GUIDING THE POSITION
As an employee of FFAV, the position adheres to the FFAV’s Terms of Employment, Code of Conduct including the FFAV Anti-Corruption Policy, FFAV Child Protection Guidelines and all relevant government laws and regulations of Vietnam.
The position has to behave according to NFF and FFAV’s values, principles, rights-based and participatory approach and gender sensitivity.

III. KEY TASKS

When FFAV organize big football events themselves, a specific project will be established in each case. The position will be included in the project group, and report to Head of Technical or Operational Department, depending on where main responsibility for event is placed.

JOB SUMMARY:
The purpose of the Field Coordinator position is to manage and coordinate the activities of Orbis’s projects implemented in the central region of Vietnam from Oct 2014 to Dec 2018.
S/he will maintain close cooperation with partners and institutions to ensure effective implementation of the agreed activities and delivery of outputs in a timely manner and be accountable for the implementation of the project activities and achievement of project results.

ROLES AND RESPONSIBILITIES:
Preparation of the Annual Work Plans and detailed budget in consultation with project partners and ORBIS technical and program team
Monitoring of project progress to ensure that it is in accordance with the timetable set out in the Project Plan and the timeliness and quality of all Project outputs
Work with ME staff and the partner to ensure strong M&E systems are in place for the development of project monitoring systems, and project evaluations including baseline, mid-term and end-of-project.
Provide substantive advice and share best practices and lesson learned on key issues in the project area (e.g: capacity development, quality of health care service, supportive supervision, COPE, and health care referral network, community mobilization, etc )
Draft terms of reference for consultants and other parties (firm/consultants, sub-contractors). Supervise and coordinate the implementation of consultancy service and other technical support resources needed for program-related activities.
Coordination of meetings, training sessions, conferences, surveys, and public promotion of projects
Maintaining good cooperation and coordination between project partners and other relevant stakeholders.
Preparation for the timely submission of all project reports.
Support the partners in following up with the recommendations from monitoring visits of Orbis International, external audits (if any), mid-term and final evaluation of project.
Timely updates, reports on project progress and consult with supervisor and Orbis Vietnam staff as appropriate.
Join with program team to actively participate and provide input for the development of new projects and country multiyear plan and country long-term strategy
Supervision, coaching and carrying out periodical performance review for the project assistants
Perform other duties as required

REQUIREMENTS:
University degree in Public Health, Medicine, Development, or related field; Advanced Degree is an asset.
At least eight years of experience in managing international or domestic projects/ programs in the field of public health, preferably with INGOs, or other international agencies
Excellent verbal and written English
Good teamwork and interpersonal skills, ability to work well within a team environment.
Passionate, dynamic, proactive individual with an ambition to succeed
Willingness to travel in rural areas extensively is essential

Background:
The Climate-Adapted Local Development & Innovation Project (CALDIP, VIE/033) is a four-year project (2013-2017) jointly funded by the Governments of Vietnam and Luxembourg.
The project targets some 400,000 people, with special focus on most vulnerable households, living on 124,000 ha of land and 22,000 ha of lagoon area in 29 coastal and lagoon communes in the three districts of Quang Dien, Phu Vang and Phu Loc in TT Hue province. These districts are characterised by persistent high levels of poverty, limited opportunities to build livelihoods, and the vulnerability of households and livelihoods to more frequent and more violent manifestations of climate change.
The overall development objective of VIE/033, thus, is formulated as to assist “sustainable, equitable and efficient trends of poverty reduction and adaptation to environmental and climate change in socio-economic development in lagoon and coastal communes of the three target districts in TT Hue province”.
This overall objective is to be achieved through work and activities in three broad focus areas, i.e. (i) improved knowledge, community and government management, systems and assets for adaptive socio-economic development and poverty reduction; (ii) increased protection, availability, resilience and use of natural resources; and (iii) more diverse, efficient and market competitive on-farm and off-farm productive activities.

Position and Responsibilities:
The M&E Specialist will be hired on an expert service contract for a period of one year, with a clearly defined task, and no expectation for extension. S/he will report to the CTA and strengthen the TA team based at the DPI in Hue City, and will work closely with other TA team members and Government counterpart staff at provincial, district and commune level.
Within the TA Team, the M&E Specialist will take lead for all M&E-related activities, and ensure that systems are in place and functioning, and capacity at all levels is sufficient to ensure a regular flow and storage of data in support of day-to-day project management and ad hoc evaluations.

Roles and responsibilities

The Field Project Officer shall be responsible for supporting the host provincial Red Cross Chapter and Branches in the implementation and monitoring of all activities of the project monitoring.
In this capacity his/her specific duties and responsibilities are as follows:

1. Ensure that project activities are implemented in accordance with the approved project documents;
2. Ensure that the Project budget are spent in line with the approved activities;
3. Support the daily management of planned activities;
4. Provide assistance in the financial management of the project;
5. Ensure compliance of administrative and financial procedures of GRC and its donors by the implementing partners;
6. Provide advice and updates in the project management and implementation;
7. Ensure coherency between supported activities and the Red Cross approach in Disaster Management;
8. Conduct research and assessments with solid methodology;
9. Provide guidance for provincial partners in data collection and monitoring techniques;
10. Ensure high-quality reporting and assist partners to provide high-quality reports (in English and Vietnamese);
11. Liaise and network with relevant local actors and stakeholders;
12. Support capacity building processes throughout the project;
13. Ensure that all experiences and lessons learnt during the project course are well documented for the use in future VNRC and GRC activities;
14. Ensure the visibility of the donors and the Red Cross while implementing the project;
15. Assist in translation and interpretation when necessary.

Selection criteria  
Essential requirements
- University degree in geography, disaster management, development studies, social studies, international relations or other relevant studies;
- A two-year minimum project experience in the humanitarian/development sector with NGOs and/or governmental organizations;
- Experienced in disaster management, disaster risk reduction, climate change adaptation, capacity building and/or community based approaches;
- Experienced in project planning, implementation and management;
- Previous dealings with governmental organizations working in Disaster Management/Disaster Risk Reduction/Climate Change Adaptation or related sectors;
- Excellent command of written and spoken Vietnamese and English;
- Good knowledge of qualitative and quantitative research methods;
- Ability and willingness to travel to the project sites;
- Willingness to occasionally work outside of regular working hours.

Desirable qualities
- Experience of working in the Red Cross and Red Crescent Movement or other humanitarian organizations;
- Knowledge of Red Cross/Red Crescent principles and willingness to adhere to them;
- Good interpersonal communication and negotiation skills;
- Confident in representing the project among national and international stakeholders;
- Able to work in a team or independently and in stressful situations;
- Experience in training and organizing workshops/seminars;

4.Timeframe and Location

1. Objectives:
•To identify CC impacts and CC related health issues specifically in these areas.
•To asses and analyse the level of CC vulnerability (Vulnerability Capacity Assessment) and resilience of the communities including information on on-going interventions/projects; policies;awareness of community, health public and private health systems actors especially civil society organisations/faith based organisations, etc.
•To suggest potential interventionsto reduce impacts of CC and CC related health risks for NCA VN projects, in line with the NCA strategy.

The findings of the survey would be served as inputs for 1) development of projects for NCA VN and its core partners with focus on CC and CC related health issues and 2)advocacy for NCA projects.

2. Scope 
To provide an overview over key CCA/DRR concerns: what are the main concerns/threats and responses including CCA livelihood?
To map “level of access to electricity' and the use of energy including renewable energy for cooking and lighting in the area especially in the ethnic minority areas.
To provide an overview over key CC related health issues and diseases: what are the main concerns/threats?
To provide information on interventions on CC and CC related health in the area (on-going interventions; policies, actors especially civil society organisations/faith based organisations, etc.) and to identify the gaps for future interventions.
To identify the baseline of relevant NCA VN’s outcome indicators in these areas to serve as basis for future project/programme development and evaluation.

3. Geographical area
The survey will be conducted in the potentially new programme area for NCA VN in the seven communes in Lia area of Huong Hoa district, Quang Tri province (ethnicminority communities with focus on women and children).
Lia area is located in the south of Huong Hoa District, Quang Tri province, near the border with Laos. These seven communes in Lia area include Thuan, Thanh, A Xing, A Tuc, A Doi, Pa Tang and Xy with a total area of 18.36 km2, a total population of 15,805 people, and the relatively high poverty rates (30-55%). The majority of people living in this area are Pako (Ta Oi) and Van Kieu ethnic groups.

4. Specific tasks
The specific tasks include the following:
a) To review relevant documents provided by NCA VN and other related documents
b) To design survey program, methodologies and tools; to agree on the task division within the team; to test the tools and train the team.
c) To process and analysis collected data.
d) To suggest, based on key findings, interventions and identify potential projects/programs related to CC and health issues as impacted by CC that are feasible for NCA VN and its partners.
e) To facilitate and present the key findings to stakeholders
f) To prepare and submit the survey report.

5. Target groups/populations
Primary target groups: the most vulnerable people with focus on ethnic minority people especially women and children. This can include women, children, people living with HIV, disabled people, and poor farmers.
Secondary target groups: local authorities and relevant government agencies; faith- based organisations and local NGOs, INGOs; and other related stakeholders.

6. Methodologies:
Quantitative and qualitative methods will be proposed by the consultant team in discussion with NCA VN.

7. Deliverables 
All produced material and documents will be under the property of NCA VN. The documents are to be produced in both English and Vietnamese. They must be submitted both in electronic and hard copy forms.
Agreed survey program (with the task division and responsibilities of each team members), survey methodologies and tools (including training the team members).
Data and analysis of data.
Draft report in English.
A presentation of the findings for feedbacks from NCA VN at a meeting.
Presentation of the findings at validation workshops with the participation of representation of the rights-holders and stakeholders.
Final report (with the report outline and format in line with NCA guidelines.)

Proven knowledge or experience regarding livelihood situation in mountainous areas of Vietnam.
Proven analytical skills and ability to recommend concrete actions for a particular context.
Excellent oral and written communication skills in English.
Experience in programme/project development and community development at grassroots level.
Knowledge about and experiences in working with faith based organisations are preferable points.
Knowledge of national and provincial strategies for CC as well as cultural context and economic geography in the survey area is an advantage.

Dự án Phát triển Hệ thống Thông tin Quản lý ngành Lâm nghiệp tại Việt Nam – Pha II (FORMIS II) do Tổng cục Lâm nghiệp Việt Nam (trực thuộc Bộ Nông nghiệp và Phát triển Nông thôn) thực hiện. Mục đích của dự án là xây dựng một hệ thống thông tin quản lý (MIS) tích hợp toàn diện phục vụ cho quản lý bền vững tài nguyên rừng, thông qua đó góp phần vào mục tiêu xóa đói giảm nghèo trong khung phát triển kinh tế xã hội của Việt Nam. Các hoạt động chính của dự án FORMIS II bao gồm xây dựng các tiêu chuẩn thông tin và cơ chế chia sẻ thông tin trong ngành lâm nghiệp, phát triển và duy trì hệ thống nền công nghệ thông tin (CNTT) trung tâm và Cổng thông tin trong Tổng cục Lâm nghiệp Việt Nam, xây dựng năng lực quản lý các thông tin liên quan đến ngành lâm nghiệp và thiết lập Trung tâm thông tin ngành lâm nghiệp/ Đơn vị CNTT trong Tổng cục Lâm nghiệp Việt Nam.
